Solution
You should read this post, it might help you out:

When you say "i dleted all the files because im selling it", do you mean data files? Deleted files can be recovered using free programs found on the internet. Someone can recover the deleted files. You should use a program like Darik's boot and nuke to erase the whole hard drive and then re-load Windows.

You probably deleted one thing too many.

Time for a full wipe and reinstall.
Which you should do for a sale anyway.

Do not reset this PC, perform a clean install. You do need another PC that is online to create a bootable media, which I posted early this morning.

I downloaded windows from othe computer but I can't do anything in my pc to reinstall it. Admin perms needed. Do they have support or something so I could get help from them? Microsoft or something?

No, you boot from the install thing you created. USB or DVD.

Just like USAFRet just said, you do not simply download the file but you have to follow the directions. Use Rufus to create a bootable USB stick.

Im too stupid for this thing. I downloaded windows to my usb from windows media from my other pc. It says then i have my bootable usb and i can insert it to another pc. Tutorial says if I insert the usb to my pc where i need to clean install then it should pop that installation progress window. It didn't show anything when I insterted the usb and when i went to the folder and pressed on that file it required admin perm.

You need to turn the power OFF.
Put the USB stick in.
Power ON.

It should hopefully boot from that USB, and you should then see the Windows install routine.
If not, then you need to get into the BIOS and change the boot order, to have the USB be first.

Now I don't get acess to my windows either. Black screen for both. I took my cpu battery out for few minutes because many tutorials said it would reset some bios settings. What is there anymore that i could do?
