Question I don't know wich parts should I get

Im looking forward to buy some parts for my PC and I can't decide wich parts I may get, so first, this is my current system :

- Lian-li o11 mini
- MSI Z370 PC PRO
- i5 9600k OC 4.9 GHZ 1.3v
- Hyperx Fury Black DDR4 3200mhz CL16 2x8GB
- Radeon RX Vega 56 8GB
- Crucial 1TB M.2 SSD
- Cooler master SFX 850 80+ Gold
- Artic liquid freezer II 280mm
- 1080P 144hz asus monitor (Want to go for 1440p)

Im planning to buy a new CPU, GPU and MB, and selling all of my current on the second hand market to get more money to buy parts, I may sell the MB and CPU as a combo for like 150 and the GPU for like 80€, and that leaves me with 500€ budget + 230€ from the parts that I have and I want to buy the new parts also from second hand market (I don't have that much money and I want to get the most out of it).
Also keep in mind that I live on Spain, so prices are a bit higher, for example a RTX 4070 is 700 dollars. Thanks in advance! 😀

How old is the PSU in your build? What resolution will you be playing on your system? Honestly, I don't think you're going to be able to shoehorn a GPU in with that price tag;

How old is the PSU in your build? What resolution will you be playing on your system? Honestly, I don't think you're going to be able to shoehorn a GPU in with that price tag;

Thanks! The PSU is pretty much brand new I bought a 3080 (had to sell it) in November last year and upgraded the PSU so no problem there, also I was thinking of buying this, tell me if it feels right. For a monitor I would like to get a 1440p 144hz-165hz one but that goes for later

Does getting a DDR5 memory make a difference now? I guess it will do in the future.
All of this -230€ from the things that I have now cost roughly 150€ so I have a lot of room for a GPU and I could even leave the RAM that I already own to squeeze more the budget. I would even think of spending 800€ total depending of the deal I get on second hand, theres a lot of 3070ti's for like 350€ so it would fit.
