I Exceed the Requirments but cant play Asssains Creed 4 Black Flag

I meet/exceed most of the Recommended Requirements and i only get 15 frames on the lowest settings including lowest resolutions Fable Anniversary was the exact same i uninstalled that one. but my specs are

GPU : Raedon 6450
-2gb VRAM
-Open-GL 4.1
-using a HDMI cord directly into graphics card

Proccesor: AMD Pheonom II x4 965

RAM: 4GB

Disk Space: Game installed already have 21 gb left of space on that partition

OS: Windows 10 Home

I Tried The Following
-Changing the Compatibility Settings
-Forcing Triple Buffer
-putting games settings ALL to LOW/OFF
-tried with and without V-Sync
-Tried using Riviatuner
-tried using Overclocked and not overclocked boosted like 5 frames not much
-tried Google'ing Every Thing
-and Reinstaling

Need Help with this it doesn't make any sense and its not the GPU cause the card runs my other games better just not this these ones Thank you

It's an old CPU with a very slow GPU - you won't get any better than that I'm afraid.

each PCB manufacturer makes a different looking card but they work the same. All have the same AMD chips and all have the same memory/bandwidth.
The difference in performance only appears on high end cards.

Minimum requirements mean different things to different manufacturers. You can load the game, so it does work - box ticked. But the specs of your PC just aren't good enough for anything better, sorry.

Because you purchased a low end GPU with no regards to actual performance.
You cannot compare the low end to the mid or high end.
Meaning that your GPU is better than the 5450 or the 4500 but is much slower than the 4750 or the 5650.
A later model is not "crapyer" than an earlier one. It simply needs to be compared to its predecessor.
MEANING that your GPU is better than the 5450 and in now way better than even the first generation 1950 ATI.

The amd 4870 is in a different class than the 6450.
Yes the AMD 4870 is better even than an R5 300 series GPU in terms of gaming performance.

Then I suggest nvidia 650, 750, or 750ti for the interlacing options in the nvidia control panel.
AMD will work too but you might have surprises.
I recommend you buy a proper 1080p display.

Also if you go 1080p then a 960 / R9 380 is recommended for gaming.

They fit but they will be bottlenecked.
If you keep your old hardware then I suggest 650, or the 750, no need to spend money

theres 2 models the 750 and the 750Ti and thier both PCIE 3.0 im not sure if they will fit in a 2.x
