I Exceed the Requirments but cant play Asssains Creed 4 Black Flag

I meet/exceed most of the Recommended Requirements and i only get 15 frames on the lowest settings including lowest resolutions Fable Anniversary was the exact same i uninstalled that one. but my specs are

GPU : Raedon 6450
-2gb VRAM
-Open-GL 4.1
-using a HDMI cord directly into graphics card

Proccesor: AMD Pheonom II x4 965

RAM
: 4GB

Disk Space
: Game installed already have 21 gb left of space on that partition

OS: Windows 10 Home

I Tried The Following
-Changing the Compatibility Settings
-Forcing Triple Buffer
-putting games settings ALL to LOW/OFF
-tried with and without V-Sync
-Tried using Riviatuner
-tried using Overclocked and not overclocked boosted like 5 frames not much
-tried Google'ing Every Thing
-and Reinstaling

Need Help with this it doesn't make any sense and its not the GPU cause the card runs my other games better just not this these ones Thank you

The amd 4870 is in a different class than the 6450.
Yes the AMD 4870 is better even than an R5 300 series GPU in terms of gaming performance.
each PCB manufacturer makes a different looking card but they work the same. All have the same AMD chips and all have the same memory/bandwidth.
The difference in performance only appears on high end cards.

that still doesnt answer why i exceed the requirments and cant play it
 
Minimum requirements mean that the game can run at 15 fps minimum in the most GPU/CPU intensive areas.
Publishers however display minimum requirements as VRAM requirements rather than actual speed.
FHI is the only company that is fair with its clients and posts minimum specs for different resolutions which include VRAM + Bandwidth requirements.
 


so in other words an AMD Radeon HD 4870 is better than the new model AMD Radeon HD 6450
 


Because you purchased a low end GPU with no regards to actual performance.
You cannot compare the low end to the mid or high end.
Meaning that your GPU is better than the 5450 or the 4500 but is much slower than the 4750 or the 5650.
A later model is not "crapyer" than an earlier one. It simply needs to be compared to its predecessor.
MEANING that your GPU is better than the 5450 and in now way better than even the first generation 1950 ATI.

Thanks for the information what would u suggest for a mother board that accepts only PCIE 2.x
 


which ones better of the two if i keep my other hard ware
