Question I feel like my computer is underperforming

recently got a new computer. In some weird way i feel like my computer is underperforming due to sometimes my games just freezes when i open map or inventory. And if im playing FPS games i drop frames lower then i feel i should be. Someone know what this can be due to?
Ran an Benchmark from 3Dmarker and there you can se my components and the score i got, just by visual eye is this normal or how can i go about finding if there is any problem.
It´s also not OC just stock exept motherboard xmp.

Test2 : 60.19 fps
Score 10 308

CPU : i7-9700k
CPU score : 5520
Test 18.55 fps

My whole spec is :

i7-8900k
h150i Pro cooler
RTX 2070 Super aorus
Corsair vengeance LPX DDR4 3200MHz 2x8
Rog Strix z390 Gaming-F
RM 750x Corsair

bumped up by setting on apex to high everything im getting 64 fps while diving down and about 90-100 in big towns
both cpu and gpu is doing 100% under pressure like fight etc and memory around 50%
temprature on gpu around 55-60 c°
cpu around 30-32 c°
any more or something i missed ^^
