Question I get low FPS while RAM & CPU & GPU is not maxed. What can i do?

Recently (about 3-4 month) i noticed some performance issues on my PC.
For Example: I was playing ETS2 on ultra in FHD. I got 100-120 FPS which was stable. But sometimes i get 30-40FPS on low in 720p and my components are not maxed at all. They're are on 20%-30%.
Same is with Assetto Corsa, Borderlands 3.
GPU Drivers are updated.
What can be the problem?
I was thinking maybe the power supply can't get a stable voltage for the components.

My Specs:
CPU: Ryzen 5 1400
GPU_ SAPPHIRE RX 570 8GB
RAM: 16GB DDR4
PSU:_ Aqprox 700W Gaming

Well, this is a weird problem but I will suggest download DDU from here and do full uninstall and reinstall the drivers again.

I tried that, but the problem is still on. The weird part is that msi afterburner shows that i get 60+ FPS but the game doesn't feel like it. It has lags.

Can the monitor cause these problems? It has some weird vibrations, it's 11 years old, but i dont think it should effect the hardware components

What's the refresh rate of your monitor and did you try turning on Vsync in the game sometimes that fixes tearing issues..
