Question I got my mobo repaired and now when i put all my stuff in the case then only ex debug cpu led is glowing. With no display on screen

Intel i5 9600k
Msi z390 gaming plus
1660 ti inno3d
Corsair 8x2 3000mhz stick
Some days back i had problem with my mobo and i had RMA for it when it was closed. I assembled all my components back and now it is showing a ez debug led of cpu all time glowing and there is no display on the screen. Can anyone help me with this please as i am not able to access my PC since 1.5 month and i purchased it 3months ago. PLEASE HELP ME WITH THIS. GOD WILL BLESS YOU ♥
ADDING TO THIS My cpu is heating very quickly and for testing purpos i didn't installed the cooler on it should i install it and check or any other troubleshooting idea??

It wont turn on without a fan installed. Because you will cook your cpu if you do.

Install the CPU cooler and plug the cooler fan into the CPU_Fan header and the CPU EZ Debug light should turn off.
