so, I got packet loss
I just don't know what the solution is, if it's on my end, between me and my router it began circa 2 weeks ago. and has only gotten stronger and stronger. funny enough it doesn't impact online games at all.
only YouTube, Facebook, and other sites with videos.

How do you know "it is on my end"?

Try the obvious: Check with another computer, replace the cable, use another router port, boot Live LinuxCD/USB on the same hardware and see what's going on.
the reason i know is because of ping plotter told me the error was on my IP address and not my router or my internet provide nor the servers.

As said above use a ping to your router to monitor. 2 common causes. If you have a 2.5g port check the driver. Best are from the chip vender like Intel Microsoft has a bad habit of updating with generic drivers.

The other is if you have installed so kind of network "gamer" accelerator. This comes bundled with motherboards and video cards. A common name is CFOSspeed . You want to uninstall any software like this
