I have 16gbs but only 15.4gb is usable

I've been wondering why all my ram cannot be used. Also, I recently installed a new motherboard
and before getting it I would get a blue screen and it would crash. Even after installing a new motherboard and a new i7 cpu, it still happens. I'm beginning to wonder if this is related to the power supply or not. Any help is highly appreciated! Thank you! I hope I give you a fun case to solve and can learn from you guys. Aside from all that, I want to know why I cannot use all 16gbs of ram.

Hello... 1) Do you have MB/GPU Ram dedicated to it in your MB Bio's? Windows cant use it if your MB is giving it to the MB GPU... it's the same Physical RAM.
2) Some other MB setting is Locking it from Windows use.
3) Some other Windows APP is locking Windows OS from using it.
4) What does your TASK Manager report for Total ?
 
Should I take a picture of the performance bar in task manager?
Today, my father's worker had trouble with my graphics card and he installed the latest driver. It didn't work so I uninstalled all the graphics drivers only for geforce. I did not touch the motherboard's drivers at all. I put the geforce graphics card back in and installed the first driver instead of the latest driver and it works perfectly and is compatible based on pcpartpicker.com, and my monitor is solely connected to my GPU.
