Every PSU has a brand, so can you post yours with the model name.

...and some Zotac 750 Ti require a PCIe 6-pin connector from the PSU. So yes, the brand/model of the PSU would help.

(+12 rail and 14A) is pretty poor, I would get a better PSU, if you can spend money on PSU what would be your budget?

Consider getting new PSU, since a crappy PSU can damage your components

Yep just make sure your psu has a spare 6 pin cable as you will need to connect to it to your graphics card some gtx 750 ti's don't need a 6 pin but others and the 950 do.

yes a vs450 will run an i3 and either a 750ti or the 950. the 950 is a much better gpu and worth the extra cost. and the vs450 has the 6 pin power connector needed for the card.
