Question I have 8 gigs of RAM and only 3.4 usable (Rest is system hardware reserved) what caused it?

So I recently bought a Kingston 4gb Fury Hyperx 1866mhz and I tried to pair it with my Kingston value RAM which is 4GB 1600 mhz. And when I slapped it on and booted it up and I checked bios reads 8gb. Then I checked task manager and says 3.45 GB usable out of the 8. And rest is sys hardware reserved (4.1). Also I over clocked my CPU before installing it does that matter?Trying to figure out if the pairing is the problem is it? My questions are
•Why is the other RAM system reserved
•How do I Fix it
•what caused it
•Do I have to buy the exact same RAM now (Hyperx)

Also I tried over clocking the Value RAM and matching the clocks but still same result

My specs:
Amd A8 7650k OC to 4.0ghz
Gigabyte f2a68hm s1 Mobo
4gb Kingston value RAm 1600 mhz
TX 650 PSU
1000 tb hdd
Radeon r7 igpu
Any Help/criticize/suggestion is welcome

it's your A8 and igpu
at least 2GB is taken by the igpu. if you get a card to replace it, you can disable that igpu and get that RAM back.

I've forced the frame buffer size to 512mb I've calculated it so really it's just using the other 4gb stick cause usable is 3.45 and if I get another card it will just go to 4gb it doesn't use the other one

Sooo hey guys apparently I didn't try swapping the order of the RAM slots...
My mistake now I'm at 7.4 usable (rest is allocated to my igpu I have that forced at 512 mb
