Question i have a 144hertz monitor and a good gpu why cant i get 144 hertz?

my last screen and pc were almost as good but i could get 144 hertz . but now i have a somewhat better pc. how do i get it to go to 144 hertz?


(this is a friend asking he got a new pc and is playing a game he cant leave rn.)

List the specs of both PCs.
Obviously either the new one is worse or it underperforms in some way like getting too hot or not having enough power available.
