Question I have a dell optiplex 7770 AIO computer that is for business and i was curious can it run games?

So this computer has 16 RAM, i7 - 9700, 3000Mhz clock speed, nvidia GTX 1050 4GB and has 3840x2160 resolution. I tried playing league of legends and with that resolution and normal game settings i had about 15FPS. Enyone know why?

you're on a 4k screen, that needs a very good near top of the range GPU, run the game at 1080p and you'll find it's playable.
