[SOLVED] I have a good gpu but the other components are average. My PC lags and I have Fps Drops.

Hello everybody!
I would like to understand why my PC lags very often and has problems.
My PC specs:
GPU: RTX 2060 6gb
CPU: Intel i5 7400 3GHz
RAM: 8GB
SSD: 124gb(or something like that) (15GB free)
HDD: 1TB (570GB free)

Yesterday I tried to play GTA V on medium settings and I had 60 FPS and it would suddenly and very often(like every 5-10 seconds) drop to 4-20 FPS.
I even have lags on Youtube and Chrome and even in the main screen.
Can you spot any problems? Is it from my hardware or maybe I have viruses or I have too low free space on my C Disk?

And should I maybe reinstall windows and reinstall only what I need?
