I have a good PC but have low fps no matter how low graphics are set.

Why does changing graphic quality not improve my fps?
My specs:
i7-3770 @3.4 ghz
Radeon R9 290 4gbs
16 gbs ram

Ok first of all what game are you trying to play?

second download and install HW monitor and check on your CPU and GPU temps while trying to run a game. if they hit 90 degrees you will get thermal throttling and that will result in bad performance
