I have bought from the market a portable PSU for my PC, but whenever I try to run it, it doesn't show output, I changed the batteries because the old ones were faulty, I verified the outputs, but I can't make it run, can anyone help me? I made a video and posted some pictures of how it looks and how it functions and the specs for the power source. I receive this message when I try to start it:

Solution
To be clear you know that's a UPS or "battery backup" right? That's not an external battery that will power your PC on the go. You need to have it plugged into the wall to make it work. From one of your pics it looks like it's not charged yet. Plug it in and leave it charging overnight. Plug your PC into the backup in the morning and try again.
