The most important thing(sorry for that technical word) when asking about an issue are specifics. Maybe show us under the hood. https://www.piriform.com/speccy is a good program for that. You can just C+P the summary page, upload it to a site and offer a link or click that Polaroid icon about the reply text box and paste a picture url? like https://s5.postimg.org/n70ircu9j/image.png . It ends with a png. JPG and BMP and a couple other acceptable direct link extensions.
. We might spot a hardware issue. It can't see your PSU so we would need the make and model. We have to know it's getting enough to eat.
You connect it? Connect to a GFX card or the motherboard's integrated HDMI port?
To your TV? That means it has multiple inputs. If I use a monitor it just works, usually. If I use my TV I have to make sure I select the correct HDMI input.
If you used a dedicated GFX card did you also plug in the supplemental PCIe 6 or 8 pin power cable(s) firmly?
The motherboard needs power. Did you plug in the 4 or 8 pin EPS 12V CPU power cable(s)?
