I have an i5-4690k processor which has a stock clock speed of 3.5ghz. I tried to overclock it to 3.8ghz, so I set the voltage

Need more information. OC'ing in BIOS or with software? How high did you get the OC on the multiplier alone?

I used a program called Intel extreme tuning utility

go and reset BIOS by loading in default values and then saving.

Then you must have the software OC utility set to save/change the values upon boot. Go back into that pgm and reset to the stock values. Better yet, uninstall the pgm.

I reset them to deaf auld values and uninstalled it. It booted up twice with default values and then It was back to 3.8 ghz

Check if the program's folder still exists. Try to boot up in safe mode and see if the CPU is still overclocked.

Are you sure you are not just seeing it when it is in turbo mode? Turbo mode can take it from 3.5 GHz up to 3.9 GHz in steps.
