Question I have been getting FPS drops for years ?

I have had different gaming computers in the past. Whether on a gaming desktop or gaming laptop, I would get FPS drops, or my screen would stutter. I am not sure what is the issue. I had a costly gaming computer with the best hardware, and I would play older games like CoD4, and even on the lowest settings, I would still have an issue. I still have a problem with my gaming laptop, and I put a cooling pad underneath it to prevent it from overheating. I always desire to go back to PC Gaming. I want to play mods on CoD4, but I always have an issue, and I eventually return to the console. I am tired of playing on consoles now, and I want to play mods with no problems. Do you have any other suggestions on what I could do?

should be a decent laptop
what temperatures are you getting?
are you using the 4060 for sure and not the integrated GPU for games?

check temperatures and frequencies like in this video
I am getting temperatures below 50 degrees Celsius. I should be using the dedicated GPU while playing games. The frequencies were about 3000 MHz but fluctuate a bit, which may be the issue.
