To anyone seeing this thread looking for a solution, I'll post the answer here!

The problem was the motherboard, and the fact that it didn't have Heatsinks on the VRM's and Mosfets! Got a Gigabyte 990FXA UD3 from Amazon for $110 as well as the NZXT Phantom 410 for an epic case experience, and haven't had a problem with throttling since. Even got a 4.6 GHz overclock that I use 24/7
