It stays between 32 to 50" while idle. It stays between 51" to 63" while gaming. Is there anyway to put a water-cooling on the video card and wqhat is the best water cooling cpu for z390 chipset?

Those temps, as long as Celsius, are perfectly safe for any 8/9th gen CPU on a Z390 board (Max 80C).

Which CPU do you have? Is it overclocked? If overclocked what voltage?

I guess you're asking if a gpu can be liquid cooled? If so, then yes:
-there are gpu full cover blocks and gpu core only blocks
-there's also 2 part kits like the Kraken G12 - the actual AIO is sold separately
