Be happy that it does--a cpu taking a long time to get to speed when you're actually using it is one of the reasons I hate these power saving modes.

It's probably boosting. That's normal behavior for most processors made in the past 10 years.

What CPU and motherboard do you have?

Modern AMD cpu's run up to as high as their rated boost clocks in lightly threaded processing loads and only reduce clocks to the rated base clocks under heavier processing loads when the processor heats up. If given much better cooling they may never drop as low as base clock speed.

Get CPUz. A simple utility but it will report out what CPU, GPU, memory and a few other bits of info to help identify what you have 'under the hood'.
