I used the hard drive from my old pc in my new build, but its still a 7200 RPM hard drive. The issue is that when I boot into windows, it takes around 10 minutes of sitting idle to open anything. What could this be?
PC specs:
AMD FX6300
Sapphire Radeon R9 270 (OC)
8 gigs of ram
Maxtor hard drive

Did you do a fresh install of Windows when you moved the HDD to the new system? If not, you are probably being slowed by old drivers from the previous machine.

Old drive with old OS in a new system...there may be any of a number of things wrong.

Actual dying drive
Too much crap trying to start up
Dichotomy between old motherboard and new motherboard
800 different kinds of malware

Any of the above.

You might want to go into task manager and click the "startup" tab. You may have a bunch of programs that run on startup, you can disable them there. If you're on windows 7 use command prompt and type "msconfig" then go to the same "startup" tab. Like has already been said, check for viruses. Also, though unlikely it's possible your hard drive is corrupted, that would make it slow to the point of being unusable.

Did I read that right? You have a AMD FX-6300 Vishera 6-Core 3.5GHz? Sweet!
If you have not done this go do it. Start > Run > Msconfig > Click BOOT Click Advanced.
Scroll to 6 processors. Click OK>OK and reboot. Then do what USAFRet suggested. A clean Install. If you have lots of things on the Harddrive you do not want to lose there is a way to keep them.

PS:: This sounds as if your Motherboard drivers are not talking correctly to your Hard drive.. As If you have a IDE set as a SATA or RAID. I would suggest reading the Manuel for the Harddrive and check the settings needed and then put them in the BIOS.
