You can't use OE on Windows 7 as it's not available as a standalone application, it's integrated in to old (very old) versions of Internet Explorer which aren't compatible with Windows 7.

There are alternative free third-party email clients, for example Mozilla Thunderbird: https://www.mozilla.org/en-GB/thunderbird/

I know this post is getting old but this solution is current and relevant. The integrated email programs for Win8 and Win10 are even worse than WLM in Win7. I recently found a web site where a fellow modified the old OE so it will work with Win7, Win8, or Win10. I installed it on a new Windows 10 laptop and it looks, and works, just like the old original Outlook Express. You can even export the email folders and contacts from an older XP system to the new modified OE. The web site is http://runasxp.com. The original OE is a Microsoft product so it can not be sold by anyone else. The programmer gets around this by requesting a $10 donation. Then he will email (3) product keys to install his modified version. My client came from Windows XP using OE to Windows 10. She is extremely happy to have her OE back again.
