I install a new CPU and my computer pulses turning on and off?

I just bought a new CPU (i5-4690) for my computer, when I try and run my computer with the new CPU it just pulses turning on and off. I have tried everything from testing my mobo to testing my GPU and nothing fixes it. After that I swap my CPU back to the old one and what do you know? My computer works fine. Do i need to do anything before I place the CPU in?

Specs:
GTX760
i5-4130 (atm)
8GB RAM
MSI B85I Mini ITX Motherboard
500W Silverstone PSU

Make sure to update your BIOS, check your motherboard website on how to, it will either be via USB or simply an update that needs to download, newer BIOSs' have support for the Devils canyon CPUs
