Even when i unplug the gpu and use intergrated graphics its still does the same.ive done everything like mess with the ram ive tried everything, is my mobo broke? The leds on it turn on?

Solution
To be sure. Take the whole build out of the case and build it up outside so you rule out a short circuit (motherboard touching the motherboard tray, etc etc)

It's not advised to do such a thing but iv'e done it before with it still plugged in. When a PC is off the only thing that's still powered is the USB. So plugging in a GPU shouldn't hurt it as 75W is not going to the PCI-E slot. Maybe reset the CMOS? Unplug the PC from the wall and hold the power button for a good 30 seconds to completely drain it of power, then try again.

Ive tried that and alot of other thing nothing is helping

I do wonder if you are creating a short circuit.

It is not likely but.....

Sadly to test this you have to take everything out of the case and do a test build outside of the case on a wooden table or cardboard box.

Before doing this:

Clear BIOS/UEFI
Double check that every cable is connected ALL the way in so that none have come loose.
Try putting the HDMI cable in every plug of the GPU to make sure you are connected to the correct one, or if one is faulty.

Lol ive tried that if ur talking about like use 1 ram stick and only use cpu mobo psu, ive tried that stuff . Everything i do the fans and everything will turn on and mobo led turn on its just no usb port give power and no display

Im just wanting to know if its most likey the cpu or is it the mobo that could be broken and if i did return one of them would it be smart to get a new one of the same one or get a different one

Ok ill try
