TDP to 105 should be enabled so it runs at the 105w that is approved by amd
And performance preset should be PBO disabled.
Also CPU overclocking is set to auto which for many mobos means "yes please, as much as you can"

I don't know what the VPP is so I don't know if 1.8V there is too much or not, in general anything above 1.5 on a cpu is sus.

I find it hard to believe that the default settings on a motherboard would be "full overclock, please melt my CPU". Doesn't make any sense. I have a 9800X3D and enabling PBO changes almost nothing on my temp. And at stock (no curve optimization), it can go above 90c during heavy tests like Cinebench, but barely reaches 60 during gaming. And the default settings on this Asrock board would be to heat it up to 95c while gaming? And getting 120W+ with the 9800X3D is not unusual under load: https://www.techpowerup.com/review/amd-ryzen-7-9800x3d/23.html

I bet the problem is either with the cooler, or the cooler installation.
