Question I just got an ad for a game when I restarted Explorer ?

My Windows 10 system was having a few issues, and when I checked I saw that Explorer had run into some kind of memory leak and was eating up all of my committed memory. I restarted it which cleared that up, but then I suddenly got a system notification. I was worried since I have disabled just about any kind of non-critical notification so I thought it was somthing like malware detected or a failing drive or something... and I saw that it was an ad asking me to buy Avowed Premium Edition.

How do I disable this? My own OS sending me system notifications asking me to buy games is insane, I have disabled just about any kind of notification and "suggested" nonsense I know about, and I still got this somehow. Last thing I want is for my own OS tossing an ad for some game I have zero interest in while I am working or even recording my screen.
 
On the bottom-right, it looked like a standard windows notification. Trying to Google about it seems like I am not the only one, it appears to have come from Windows itself, not an app.
