I need a Graphics Card suggestion

I have a MSI GTX 960 display card that worked fine with the only game I play, Splinter Cell Blacklist, on a 32 inch montior. Well, I purchased a Acer ET430K (which is a 4K 43inch monitor) and my graphics card can’t keep up with the game. I am only getting 21 to 25 fps, and it’s jumping.

I guess I need a new display card that will work with a 4k monitor. Since I am not a heavy gamer, I am mainly buying it for Splinter Cell Blacklist, and I don’t know much about display cards.

So, what type of display card should I buy?

well 60fps in 4k will most likely require a high end gpu (more than 300$) but I'm not sure how intensive Splinter Cell is. I think a 1070 is your best bet, especially if you can find it used, then it will be around 300$
In my opinion, 4k is still far ahead of its time and for a light gamer it isn't worth the upgrades; but it is too late I guess. First I'd need to know how you'd expect it to run, do you want 60fps max settings or are you ok with lower settings?

I think the game only goes to 30fps. That is the most I've ever seen it show in fraps. I would just let it go, but playing the game is now making me a little sick after 30min. I am sure I need more fps. I didn't want to spend more than $300 for a new display card if possible. I hear AMD is coming out with new display cards at the end of this month. And they will be priced low.
