I need Graphic Card Advice

I want to upgrade my GPU but problem is my motherboard really really old. ( m4n68t-m v2). I'm looking for RX 460 or GTX 950. These cards supports 3.0 PCI express and my card supports only 2.0. Can i run these cards in my motherboard? Do i have to upgrade my motherboard? And what is difference between cheap pci ex 3.0 and expensive pci ex 3.0 cards?

My specs
M4N68t-m v2
x4 965
GTX 650
4 GB RAM
450W PSU ( a cheap one)

With that CPU even slightly peckish games will test it. Changing your board wont make any difference, so dont waste money on that, but yeah extra RAM will help. A better card wouldn't hurt, as it'll be more ready for a future CPU upgrade, even if you cant utilise it's full capability now. The 1050 Ti is the better card tho for sure.
The 'cheap' cards are usually meant for esports games, League of Legends/CSGO/Dota 2, at 1080p high settings at 60fps. New games, demanding games, like Battlefield 1 are playable on these cards but not at 1080p with high settings and 60fps. The more expensive cards, like RX470/480 or 1060, are the full 1080p performance cards. A Phenom II 965 is old but not bad. If saving every dollar is important, an RX 460 2gb is your best bet. A GTX 1050 would be better. If you can afford a bit more, a 1050 Ti would be the most I'd upgrade to. All these cards are low in power demands, so you should be okay with them.

Thank you for replies. I'll upgrade my Ram, too. And Cpu after a time. But should I upgrade my motherboard for better fps? Or instead I can buy better card maybe 1050ti. Rx 460 and motherboard or only GTX 1050ti? Which is better for games? I don't need better Cpu for now because my games are not Cpu hungry games.
