I Need Help, Cant turn on computer!

I recently began building my first computer for college, About a month ago i constructed the pc but I could not get it to turn on. so i disassembled it and tried an open air test bench with the GPU, CPU, RAM, Motherboard, and PSU. Yet my computer still would not turn on. I sent back the Motherboard to Outlet PC and they said it was able to post on their test bench. So I tried the PSU using the paperclip test. but this time I saw movement from the PSU fan. I then sent back my GPU and got a replacement, Still no post. I purchased new ram but my computer still would not power. I cant figure out why this thing wont turn on
List of Components:
CPU. I5 4590
GPU. XFX R9 380
Motherboard. MSI Gaming 5 Z97
Ram. Two sticks of 8 gig G.Skill Ripjaws
PSU. Rosewill 650W Power supply
Case. DIYPC Skyline 07 R
 
Could be faulty motherboard or psu. To much or to little thermal paste between the cpu an its heatsink.
When you power it on. What turns on an what doesnt. Thats Very helpful in diagnosing it. Any little detail helps.
 
There is no response. No led lights up nor does any fan spin. As I said before the Motherboard as confirmed non defective. The PSU turned on during the paper clip test but not when connected to the system. As far as thermal compound, A pea sized amount of arctic silver 5 was applied before connecting the stock CPU fan.
 
i had the same problem, check the watch battery on the mobo and just pull it out. (round silver colored thinghy)
check if it turns on. if it doesnt, check if everyone of the very small plugs is plugged in the right way on the MOBO.
especially the power button XD.
 
Thank you for the suggestion. There is still no response from the motherboard, I checked to see if there were any missing or loose pins but everything was fine. I removed the Mobo battery put it back in but there were still no signs of life. Im wondering if it might be a faulty CPU causing this
 


Could be, have you tried turning it on without battery?
