Well since you're on such a low budget I thnk 4GB of RAM would be enough, especially at that speed.
Also you could replace the 7200RPM hard drive with a 5400RPM to save even more.
Have you considered the price of a monitor as well?

i dont know how others would think about this, but thats a really good CPU for frankly a crap mobo. 35 dollar mobos are usually crap by default lol. but for your budget i think it is alright.

the HDD is pretty small, but again your budget does not allow for much flexibility, so it should be alright.
