I need help my ryzen 2200g will only output 480p

I've been in contact with AMD for the past few days on problems that I've been having but they can't seem to be able to help me. Everytime I download the drivers for my APU through AMD or msi after a restart it'll just default to 480p or sometimes it just won't recognize a signal from the APU. it also always says that I'm using a DVI connection instead of HDMI. On top of this whenever I download the drivers and restart I can't go into bios. Ive tried re-downloading windows and it still persists. It will work if I turn off my power supply and wait about 20min but it still only thinks that it's a DVI connection. I'm using a msi b350 pc mate, 8 gigs of g.skill NT series(with two gigs allocated to the Apu also the integrated graphics are enabled in the Bios) a Corsair 450 watt power supply, a WD blue hard drive, and the ryzen 2200g. I just really need help on this.
 
It is a TV that worked with my old system that had a GTX 1050 that I had to get rid of. But it's an insigina tv that I got like three years ago I don't really know what the model number is
 
The model number can be found on a sticker in the back. The GTX 1050 may have been able to detect it properly, but a TV isn't always like a real monitor. Does your TV have an HDMI port configured as as PC monitor? Is the HDMI port configured correctly to use the TV as a monitor? If not, then 480p is the default.
 
yes that is the tv, I usually connect it to HDMI 2 but I have tried one and several different HDMI cables the settings wouldn't make a difference there's no game mode or whatever but it stays one standard, and yes I always turn the TV on and select the HDMI connection first before powering on my PC
