so, i'm going to be building a pc sometime late October and i need some help picking a few parts (gpu, case, mobo, and psu). i already have a Ryzen 5 3600 coming in, and 2x8b Corsair Vengance Ram on hand. so that is excluded out of the budget for the parts, which is around $750. i already have my eye on the RTX 2060 Super, but i just cant find it in stock anywhere, like at all. and i have no idea what to pick for the mobo. if you guys could help me out and list me some pcpartpicker's lists, or just list some parts, that'll be greatly appreciated. feel free to ask questions.

This is a possible route, though I'd recommend holding off on a GPU since Nvidia and AMD are going to release new cards fairly soon.

but will the rtx 3080 fit in the $750 part budget with the rest?

If you can't find a 2060S now. You likely wont be able to find one in October. I thought I had read that nV has already stopped production of 20XX chips in preparation for the 30XX release. Since the start of Covid demand has outstripped supply on many parts not just GPUs (particularly more economic models). Which means there is unlikely to be many 2060S's on the "new" market in October.

The used market will likely see a flush of 20XX series as people upgrade to 30XX cards.

but the 2060 will last a good while until i can upgrade, right?
Nvidia plans to discontinue the 2000 series since their 3000 series are coming, so if you can find a 2060S it will definitely hold you over at 1080p until you can upgrade after sometime, though I'd personally just wait a couple more months whilst saving more money to get the better 3000 series or even an AMD GPU.
