I Need Help Upgrading My PC!

I am on a budget here so I need to know which one really needs an upgrade for gaming performance. I know my ram speed is trash, but I believe that my CPU needs an upgrade since ram speed does not really affect performance, right? I want to hear from you guys.
Here are my specs:
CPU- i3 4170 3.70
GPU- GTX 950 FTW
RAM- ddr3 1x8 800mhz

Planning to upgrade to:
if it's CPU- i5 4690k
if it's GPU- GTX 1060
if it's Ram- ripjaws 2x4 1600mhz

Out of the 3, I'd go with the 1060 as I think it would provide largest performance jump of the choices. Your CPU should be fine for most current games still. RAM even at lower speed, 8GB is still fine.
What board have you got that supports 800MHz and 1600MHz RAM? I dont think DDR3 supports 800MHz period. You're right though it doesnt make a difference really. Amount of total RAM does.

If you get a 6gb 1060 with your i3 4170 it will bottleneck it. No doubt about it. What you should upgrade depends on your stats now. Whats teh bottleneck in your system at the moment with the games you play? (Whats hitting 100% usage)
