I'm saying you should fresh install specifically the OS. I'm also saying I have formatted before by retaining games installed on other drives, and some will play just fine if you reinstall the Dx and VS files, and make a new shortcut, but others need to be reinstalled. It has to do with how picky the game is as far as the Windows registry info on it. Some will easily re-register themselves in Windows, some will not without a fresh install.
You also have to weigh the time difference between copying and pasting a game file to the new drive, and the time it takes to reinstall it. If there isn't much difference between the two, just reinstall it. However if these are all DDL vs hard disc copies of games, you also need to factor in DL time and ISP speed.
However Steam has made things easier than it used to be to transfer games to new drives without re downloading them. Here's is just one of many guides on it.
