I need help with my hardware ( New PC)

My Specs
CPU: Intel® Core™ i7-7700 Prozessor
GPU: GTX 1070 MSI AERO ITX
DDR4 RAM 16 GB 2400 Mhz


So i have a question,
I Overclockt this GPU at 112% max Power and 91° MAX TEMP
+ 200Mhz (GPU clock offset) + 200Mhz (MEM glock offset)

and my CPU runs at 4.20 ghz

Why is my PC performing poorly in so many games even Terra it can barely run with over 60 fps at lowest graphic settings

I have all drivers updated using Driver Booster
Latest Nvidia GPU Drivers latest CPU drivers Latest motherboard drivers everything

SO this is a complete new System
I have tested with 2 benchmarking programms Heaven Benchmark:
Max FPS 250:
Average FPS 170
Lowest FPS: 80

and than i Tested it with Metro Last light benchmark:
Average Framerate: 107.00
Max. Framerate: 184.50
Min. Framerate: 23.74

Average result out of 4 runs
