I have an HP Z400 motherboard and a Xeon W3540 with 16gb of ecc ddr3 ram. It won’t post or even boot. It tries but emidietly shuts itself down. I don’t know how to fix it.

What exactly is happening? Is there a click when it turns off? Are there any beeps? Any post at all like making the monitor wake up? Also did you replace any parts recently?
There are no beeps or anything it just powers up for not even a second and shuts off
Try opening up your PC and finding the power button pins and shorting them with a screwdriver or paper clip instead of using the power button, I have seen this before where the switch will fail and hold it down instead of letting up.
The problem is I have done that and it still does nothing.
Ok, interesting, you might have a bad PSU, if it is shorting or bad in general and pushing too much power it will trip OverCurrent protection and force it to shot off right away. Try opening your case and cleaning the dust out of the PSU and everywhere else.
I don’t now I just bought it. But I am trying to limit what I need to replace
Try putting in the old PSU and trying it again, also make sure you have the right cables plugged in where they need to go, you can't use the 8 pin PCI-E power for a CPU, some people get that mixed up.
