Question I need help with potential computer repairs

Sorry if this is messy, I made this on reddit and hoped to find more help some where else.

So I know I'm gonna have to replace something but I also didn't get a definite answer from my last post-(https://www.reddit.com/r/buildapc/s/1YTdaLfpo3). I've ran tests by removing each part individually and the booting and it won't turn on unless I reset the cmos and even then it does like a cold start as shown here-(https://drive.google.com/file/d/1fpU0hTvg0h3py9odD6zbn7xf2JxRemD6/view?usp=drivesdk). I just need to know what I'll I'm gonna have to replace and if I can still claim warranties and if so how to.

Easiest way to find out: Haul your PC to PC repair shop and pay them for diagnostics.

User made errors are not covered by warranty.

So, if you fried your hardware since you poked around in BIOS without any clue what you were doing (as is evident from your reddit post), none of the hardware manufacturers are responsible for your actions. You are.

If that bright light between the CPU and the coolers is a diagnostic led of the mobo then that could give you some clue on what the issue is.
Find the manual online and if it is a diagnostic light read what it stands for.
It's for the VGA but it isn't plugged in because whenever I do it won't allow it to boot up anymore

VGA = GPU. Doesn't have to be the display output ports on your Mobo, which doesn't work regardless since you have F-suffix CPU.

So, it's either RAM or MoBo. It doesn't tell that it is solely RAM or MoBo. What it does say, is that MoBo is unable to communicate with the RAM. Issue could be with both.
Usually, MoBo is 1st to die. Also, it is the most tedious component to replace.

Last ditch effort: try running your PC with only one stick of RAM.
You have 2 DIMMs installed, pop one out and try running with only one. Might also try out all 4 slots, just in case. If that fails, switch to 2nd stick and again, test out all 4 slots.
