I want to but a cheap pc and change the graphics card to a gtx 780

Not necessarily. The PC's motherboard must have a compatible expansion slot (PCI Express) & a suitable PSU that's up to the job (550w at least).

Also bear in mind that the 780 is a "dual slot" card (it occupies only one slot but covers the slot next to it).
