I need help !

So not long ago I picked up a Dell OptiPlex 990 with the quad core i5 2400. I bought 8 gigs of ram. I grabbed my power supply that has more power, Video card and hardrive and put them in the 990. I installed all the necessary drivers but for some reason games will not run smooth at all. For example The forest on medium settings runs extremely choopy with a lot of stuttering in gameplay and animation scenes. I was able to run this game very smoothly on my older tower (Duo Core) with the same power supply and video card and less ram. So what am I missing ?

Specs are
Quad Core i5 2400 3.4GHz
8 Gigs of ram
Radeon RX 460 4GB DDR5
Windows 10 64bit
 
The hard drive, from what I've heard, is not always just plug and play. Do you have anyway to backup the data you have and reinstall? I mean the chip for the i5 is probably different then your original mobo and cpu. Hear is from a source "

There are ways, that are complicated and not guarenteed to work, but the easiest way is to honestly do a fresh install. I will provide link to complicated way if you really wanna try.

Clean install, to me, is time consuming, but worth it. Do your new setup right man. A little patience and you won't have to worry about whether x block went into z hole you know what I'm saying.
 
So i went on and reformatted the hardrive with a fresh install of windows 10. I didnt install anything, only steam and the game The Forest. I tried the game with and without the Radeon driver and it runs extremely choppy. Its unplayable. I would also like to add that out of my speakers a very high pitch electronic noise starts happening only while playing games. I dont know if this is related to the gameplay issue. Any other suggestions?

Update, When i open any game now windows notification tells me that my game is being blocked from accessing my video card. How can i solve this issue? My video games now go into the menu but will not load gameplay. It keeps getting blocked....
