I just bought the psu like a year ago and i installed 8x2 3200mhz cl16 kingston fury ram ,the ssd is samsung 970 500g and a sstc 2tb 2.5in ssd like half full i connected to atk x1 pro max mouse my keyboard is a ek75 pro from dareu my head set us a kingston hyperx cloud stinger core 2 the test is done using prime95 and hwinfo64How old is the PSU?

What is the computer doing or trying to do when the clock speed drops and goes back up?
Use Task Manager and Resource Monitor to observe system performance when/while the problem is occuring.
Use both tools but only one tool at a time.

The performance in game too i gone from 240 to 10 then back to 240 the drop to 10 again and i see this issue in task manager tooEven though you have run other tests/tools etc. the key is, to me anyway, discovering what Windows is "seeing".
If the clock speed is suddenly dropping and then going up again that could be power problems, overheating, or maybe some software/firmware bug.
The Performance Graphs in Task Manager would be a good place to start watching.
