At christmas prices will be far different than now, and most current hardware will likely be obsolete with Coffee Lake and Threadripper releases. Make a list then, idk why you bothered 5 months in advance, make one two days to a week max before you buy.

So I should just wait until the threadripper drops because prices on cards like the GTX 1060 will have a lower cost?Should I just make another thread in November?I heard that from my pervious thread where a guy said to just wait because the threadripper will be coming out soon and everything in the GTX 1060 and 1070 era will drop in price.

Wait for Coffee lake, threadripper is irrelevant for you.
See if you can up your budget, the $600-700 range gets you much more.
