In the US? Go to any goodwill or salvation army location. Usually a few monitors there available for quite cheap. Goodwill online tends to not be as good.

I found one at ebay for 50$ for almost brand new with the box its 60hz and 1080pYou can even stay at home and still shop goodwill. My local store does not seem to have good deals on electronics unless it's a toaster. All the better stuff ends up on this auction site.

the front is restrictive and would only mean that your case would be a hot box/microwave for your internal components.
You might want to look at any other meshed front panel case and then slap on some RGB fans to it, with ring illumination. Be Quiet! make some nice fans with ring illumination;
