So pretty much i have to underclock my gpu so i can play games without it crashing and my only problem here is that my game runs 30 fps or under and i want 60 fps

You're going in circles OP. Test a GOOD BRAND of PSU, and upgrade that CPU. Overclocking and underclocking is just burying the issue, just for it to resurface. You can't do much other than a new psu, and cpu. After that, upgrade that GPU, it's sub-par for today's games.

Okay what I'm about to say might sound a bit weird but what if I were to underclock my gpu like pretty low then have my cpu overclocked some more will that balance the fps or will it still be low

@hang-the-9 You have the patience of a saint.

@anishkalsi, Your power supply is absolutely horrible quality, whether it's new or not. We routinely use a power supply tier list, and yours is listed at the worse tier level, 5. You need to replace it with a quality unit, if you want your system to be stable. No way around that.

Tier Five
Avoid IMMEDIATELY. These units are highly unsafe to use. No such protections added, very thin gauge wiring used, false advertising and too much to list. Reference to a higher tiered unit for a better, money saving and a much safer unit. For your safety's sake, please don't order or pick one up for use in your system. These units are a potential fire hazard and could even kill you, let alone your system.

Your CPU will remain a performance bottleneck, even if you were to one day purchase a faster graphics card. You can not fix the issue with overclocking because it'll only yield you only so much of a performance improvement. But more importantly overclocking will pull more power, from a power supply that's clearly already unstable in your system.

Sorry for repeating what's already been stated, but you've already received first class advice from people who are very knowledgeable about the subject. In addition to the Ultra's bad rating on the PSU tier list, I've personally come across these units. They are absolutely horrible. I have a sneaking suspicion that their wattage rating is actually peak and not continuous.

Okay thanks for letting me know k will look into purchasing a new power supply I've been checking out corsair and they have pretty good reviews so I might go with that

I've been using a Corsair RM650, and it's been great for the past ~3 years.

@Anishkalsi, sounds good. Whatever you do, please do not buy a Corsair CX model. That would be trading one bad PSU for another, although not nearly as bad as an Ultra.

A Corsair RM or RMi is very good. I have a personal preference for the EVGA G2 650, but there are many good brands. If you like, you can give us your power supply upgrade budget, and we'd be happy to help you pick one out. If you live in US, I'd choose to buy the PSU from NewEgg. If you live in another country, then please provide a website that you feel comfortable purchasing PC components from, along with the budget and we'll help you out.
