I-nex showing wrong cpu info

I got I-nex to look at my cpu but my fx-4150 was at 1400MHz. It is supposto to be at 4000MHz. But my turbo boost was 4000MHz. Is this correct because in my bios it says its at 4000MHz.

when I put my cores at 100% it is at 4000MHz

Good. That just means that Cool N Quiet is working as designed, and your screenshot was just taken while it was active. You have nothing to worry about.
