I own a desktop that I assembled in 2011 with a core I 7 2600 not the k series with an Intel motherboard DH67BL 8 gigs of ddr3 memory . I wish to get a gtx 1070 by July . How should I go about upgrading my system to get the maximum frame rates without bottlenecking my CPU . Should I change the i7 2600 and motherboard to play the newest fps games in ultra or will the core components suffice .

I would get another 8GB of RAM,, and an SSD to improve loading times and generally just making the computer feel quicker.
Your i7 2600 is still sufficient enough for gaming today.
But if you're still interested in upgrading, you can look at either the i7 6700k+Z170/Z270(if it is released soon after Computex 2016 - stated to release in November) or i7 5820k + X99. You will need to get DDR4 ram as well with both options.
Another alternative is a Haswell build which still use DDR3: i7 4790k+Z97.

You could just put the GTX 1070 in your current system without any major problems, and, if you are playing on a higher resolution monitor with a lower refresh rate the I7 2600 will do alright.

Although the 2600 is sufficient, a newer I7 will show some significant performance increases, especially if you are planning on something like a 1440p 144Hz monitor. https://youtu.be/K9EJNa0y524?t=3m15s

If you do want to upgrade your CPU / motherboard, what is your budget and I will find something for you.

Even if you do not upgrade your CPU, I would get another 8GB of RAM for your system.
