I own a i9 9900K and changed my motherboard from ROG Strix b365-F gaming to ROG Z390-F Gaming and GHz went down from 4.6 to 3.7 after changing the motherboard. When I had the ROG Strix b365-F I didn't overclock but in the tas manager it always ran over 4.5GHz but after changing the motherboard it's always going around 3.8GHz. Is this normal?

Did you do a clean OS install when you changed motherboards? Without a fresh OS install, results are unpredictable.
