I pay for 50Mbps but get only 8,5 Mbps

In the last week i can't download with 1MBps or better. I can achieve only 980 kBps. It is like this on both my desctop PC and my laptop. An employee of my ISP came today, ping the network (or whatever) i purchased a new router but still it is the same.
Any ideas ? Please help !!!

actually, you are paying for 50 megabits not megabytes
50 megabits is like 6.25 megabytes
