Open the Start menu and click the Settings icon - it's a small gear cog. Then you need to identify the Time & language feature - middle row, second from the left. Open the Time & language page and select Region and language in the left menu - the 2nd option. Now you can add a (new) language by clicking the + icon or choose a display language.
