I suspect that my cpu may be defective

Few days ago, i turn on my computer and it was not working and the mobo tells me that the cpu is not detected. So I remove the cpu and place it back again and it's working fine. Today, when i turn on my computer and play csgo, i notice the frame rate drop really bad around 40fps eventhough i have rx 570. So, I google some results on this and they say that csgo use more cpu than gpu, I also went to msi afterburner and record cpu usage while playing csgo, and the results are core1 using up to 100% and the rest of the core using up to 40%. Is there something wrong with my cpu?

Solution
Clean all thermal paste from CPU. As the other guy said, too much paste will insulate the CPU, making it run hot. You should only use paste about maybe the size of a grain of rice. Just a dot really. I personally like to use my finger to spread the paste out evenly over the CPU. Make sure you cleaned the bottom of the cooler also, then secure it to the CPU. Some paste might take a while to bake in.


no i did not clean it, and i did not apply thermal paste to because i see it's still have alot
 
Too much thermal paste is bad, it will act as an insulator.
The purpose of paste is to fill in microscopic pits in the mating surfaces to drive out air.
A small rice sized drop in the middle will spread out under heat and pressure.
It is hard to use too little.

Every time you replace the cooler, you need to clean off the old paste.
alcohol and lint free paper coffee filters will do that job.

If your temperatures at idle are in the 10-15c. range over ambient, you have done it right.

CSGO is largely single threaded so your 100% cpu busy for one thread is probably right.
To do better, try to overclock; you might get to 3.8 or so
If you need to do better, 8th gen intel will oc to about 5.0
